The Nuova Sabatini is a tax relief for companies investing in the purchase of new capital goods aimed at improving their business operations. The incentive, provided by the Ministry of Economic Development, aims to increase the competitiveness of the country’s manufacturing system. The measure supports the purchase of equipment, systems, software, hardware, digital technologies, and machinery, even if purchased under lease. The 2022 Budget Law refinanced the Nuova Sabatini Plan until 2027, with an amount of €240 million for both 2022 and 2023, €120 million for each of the years from 2024 to 2026, and €60 million for 2027.

With the decree of April 22, 2022, issued by the Minister of Economic Development, Giancarlo Giorgetti, and the Minister of Economy and Finance, Daniele Franco, the “New Sabatini Plan” measures were redefined, with eligible amounts ranging from €20,000 up to a maximum of €4 million. The decree also introduced two new lines of intervention: “New Sabatini Green” and “New Sabatini South.”

The incentive can be awarded in a single installment, but only for loans not exceeding €200,000 (until the available resources are exhausted). For loans exceeding €200,000, the incentive is awarded in multiple annual installments.

Eligible companies are those that, at the time of application:

  • have an operational headquarters in Italy;
  • are duly incorporated and registered in the Business Register or the Register of Fishing Companies
  • are in full and free exercise of their rights and are not in voluntary liquidation or subject to insolvency proceedings;
  • are not among those who have received and subsequently failed to repay or deposited in a blocked account aid deemed illegal or incompatible by the European Commission;
  • are not in a situation that would qualify as “companies in difficulty” as defined in the respective EU regulations for the sector.
